Mexican slang.
Literal meaning: To make him/her/them blow you.
The actual meaning is to show dominion.
It can be represented by something as simple as blowing a kiss or even making the sound of one, usually as someone crouches.
It can be done in a friendly manner if someone is tying their shoes or doing something minute like picking something up, in which case it doesn’t necessarily mean anything other than a nod to the actual thing itself.
However if it’s done by force, like forcing their neck down for example, or some other form of provocation the meaning could be intended to have the meaning of inviting someone to either fight or submit.
What follows is that the person is to become the victor’s bitch indefinitely, following their command until further adue until they provoke them in the same manner and manage to beat them after the invitation.
It’s used in Mexican schools from a very early age to find out who the popular kids are by form of trial by fire.
To exact violence without giving out the invitation and giving at least some brief moment before receiving a response or some form of acknowledgment, as in not making the sound of a kiss before pinning them down or something similar is seen as crossing the line, at which point the aggressor is pitted against the most challenging opponent to a one to one fistfight or simply cast out forever.
