Real estate term referring to a house so dilapidated that even fixing it UP wouldn't make it attractive.
Amelia: "I'm sending you a listing of a fixer-upper. It needs a lot of work but the price is good and so is the location."
Bob (upon receiving the listing): "You've gotta be kidding me, Amelia. Looks more like a fixer-downer to me. Take another gander."

A fixer is someone hired or on the payroll of an illegal organization. They can be anything from a hit man to a person that "can get things done", usually illegal. An example of "getting things done" can be intimidating or getting rid of witnesses to a crime, or murdering someone for whatever reason. Very similar to a button man.
The mafia had a fixer deal with the witness to a high profile murder.

This usually is in reference to some nerd or techie having fixed something such as an issue in an IRC chat room, web server, web site or other such geek related activity.

Something that is dire need of repair, but is more of a hobby to fix rather then a job.
