1. (noun) When a crime or immoral act is committed (doesn't have to be murder) but for whatever reason, due to bureaucracy or a lack of material evidence, it goes unpunished.

2. (noun) A person who is involved or responsible for unpunished immoral or illegal acts.
Jack: That dilapidated house over there on sixth is a drug house. Don't go near it.

Diane: Why don't the police do anything about it?

Jack: There's no profit in it. They only care about speeding tickets and towing cars. It's a total edgekill.

Thomas: Phil had his camera out again at the peewee soccer game. I don't think he has any kids.
