An act or being so unbearably cute that you just want to squeeze the individual acting in a cutsey patootsey manner.

When Jess laughs at her own jokes, bikes across Biarritz after drinking a bottle of wine in search of tequila, or gets annoyed when Alex tickles her nose with her hair, she is being a cutsey patootsey.
