A new word or phrase - created and defined by a new perspective of the collision of words, circumstances, ideas or happenstances - that have an particular impact on our psyche, and the meaning is generally understood - at least by certain groupings of people.
Newly noted colloquisms are "hacktivist", "carbon storage unit" (a tree).
