1)An adjective used to describe a person who attempts to be clever, but fails due to mispeaking or general stupidity.

That kid in class who always yells out the answer to a question certain that they are right, but is always wrong, is so clether.

Clitheroe 

A small town in Lancashire. From a tourist perspective it seems a nice place to live, lots of flowers and even a ruined castle. However, having spent time there, there is a major drug problem amongst the countless youths who live there, including hard, class A drugs.

Clitheroe used to be a pretty town for the elderly to relax in.
