This is an expression similar to "chicks before dicks" and "bros before hoes", but it is used by lesbians and/or female friends of lesbians.
Lesbian: "Hey, I gotta date tonight with a hot, blonde girl!"
Friend: "But I thought we were gonna go see a movie tonight! I was looking so forward to it! Whatever happened to 'chicks before clits'??"
