The care cup, whenever someone says something you don't give a fuck about just give em a care cup and they'll know to shut up. Usually only works on IM chats for example, MSN, AIM, IRC, etc.

c! Is used most commonly by Dream SMP fans (mostly on twitter) to define someone on the Dream SMP's Character.

C! Is just an abbreviation of canon/canonical.

When using c! one is referring to a character rather than the person portraying said character.

c!Ranboo is very forgetful.
While Ranboo is probably not as forgetful as his canonical self.
