This is a phrase that, standing alone, seems very innocent, but when a white, older male shouts it at an immigrant who has just said that they are heading back to their homeland soon, it becomes incredibly non-P.C. If you're still confused, check out the example:
Immigrant in America: I won't be around for the next month. I'm traveling back to my homeland in Africa.
Dumb American: Oh yeah? Bring some water with ya!
Immigrant in America: (Confused look on face...thinks to self, "should I be offended?" and walks away)
(This would also work for Mexican immigrants.)

The asking for soup, usually by black weather reporters during heavy rain. Used famously by Ollie Williams in Family Guy.
Tom: "In local news, we have more on the approach of Hurricane Rupaul as it makes his or her way up the coast. Let's go live to Ollie Williams with the BlaccuWeather report. Ollie?"
Ollie: "IT'S RAININ' SIDEWAYS."
Tom: "Sounds rough Ollie, Do you have an umbrella?"
Ollie: "HAD ONE!"
Tom: "Where is it?"
Ollie: "INSIDE OUT TWO MILES AWAY!"
Tom: "Is there anything we can do for you?"
Ollie: "BRING ME SOME SOUP!"
Tom: "What kind?"
Ollie: "CHUNKY!"
Tom: "All right, we'll get on that."
Ollie: "IT'S RAININ' SIDEWAYS."
