An otherwise normal person acting in an unusually retarded way, sometimes caused by excess sugar or late night binges.

Also can be used as a noun to describe the person.

Jason and Brian have been acting really tardsy lately and rolling around on the floor drooling.

Hey Tardsy, stop acting so fucking tardsy!
