To complement someone and or something with the intention of degrading that which was complimented.

"Wow, you look WAY better than you did yesterday."
"Love the haircut, you look a million years younger."
"He commented on my weight the other day, he was trying to be helpful but it was a massive stompliment."

Simpliment 

When a simp commits an act of verbal kindness towards another person in hopes of getting a relationship with that individual. The difference between a simpliment and a compliment is whether or not the Comment said is intended for attracting love from the other individual in the conversation.

Simp: OMG you are cute! Can I have your number?
