Snowlies: snow•lees; noun: drivers of automobiles who, despite experience, still drive at unreasonably slow speeds when snow is visible. See also, blue-hairs; assholes. Variation: snowly, slowny, slownies
Ex: Surface streets aren't great. Santa Fe will be fine but lots of snowlies are out so better give yourself extra time.
