Anyone from ATC (Air Training Corps) who thinks hes in with all the people from the RNZAF. Not usually well liked and often proven to be a complete douchebag within a few short weeks of RNZAF recruit course. Also stays in ATC until well past the age of acceptable norm.

Scatty Doobin 

Doobin refers to the act of smoking a 'doob' or 'spliff'. Scatty refers to the said doob being unsatisfactory or of bad quality. So scatty doobin means smoking a low quality spliff.
