Someone who continually has their cranky pants on.
Basically the best definition is a moody person. Often used as a pet-name for said cranky-pants!

Another slang word for a homie, or someone from ones home town who has grown up there and never left. Typified by hanging around on the streets, a bit rebellious, never really held down a job and has little aspiration to move away from their home town.
Dave will never leave, he is full blown schmoogie for sure.
