The delaying of fixing an issue (political) in order to raise more funds under the guise of a fear based probability regardless of how unlikely that circumstance is in reality.
The RedCross raises the most funds during a disaster. The RedCross paradox seems to have affected politics wherein the fund raising party wishes to promote a fearful scenario rather than fixing the issues at hand.
