it means "confirm". whenever someone states lijiong, it means he/she is 100% sure, or perhaps, 8500% sure that something will occur without fail.

The odds of something happening being > 1.
The probability of something happening > 1.

It will surely happen, even in the most unlikely case, when somebody uses the word "lijiong" it means it will happen.
