Noun - A person who cannot drive worth a shit, and has the voice resmbling that of a chipmunk. This person usually uses very gay hand motions/gestures. Also a dick which does not exceed the length of about 2 millimeters.
Adjective - A voice which resembles that of a chipmunk.
