When a continent is covered by a huge glacier, it causes the tectonic plate that it is sitting on to squish down into the liquid mantle beneath it. This displaces some of the magma in the mantle, causing surrounding tectonic plates to be shoved upwards. When the glacier melts, the plate it was sitting on rises and the ones around it lower because of the change in mass.
