any one person or persons who lacks common knowledge and sense. Hooby Hoobies are easily confused and are extremely forgetful.

"My boyfriend put an entire tablespoon (tbs) of salt into our casserole, when the recipe called for a teaspoon (tsp). He is such a Hooby Hooby."
