One that loves or has a strong affinity or preference for Northern Californians, comes from the regional slang word "hella" meaning 'very', and the Greek word philos, meaning 'to love'.

Guy 1: Hey, did you meet that new girl from Chico in NorCal?
Guy 2: No, I haven't.
Guy 1: She says 'hella' in every sentence. It's really cute. She's pretty too.
Guy 2: You're such a hellaphile!
