The name given to a sailor's feet, when the sailor doesn't wear shoes while sailing, or gets an infection due to the poor water conditions and bacteria that lurk in the water. The feet are often not a very nice colour and sometimes infected.

When the bottoms of one’s feet become black and nasty due to roaming university ave. or any where for that matter, with no shoes. Much like gypsy’s who have no shoes and who travel the world aimlessly, thus, making their feet black and nasty.
