1. Based on the term "full retard" except in reference to a person like Sarah Palin.

2. Describing a person that makes an extremely over the top right wing statement very similar to that of Rush Limbaugh, Glenn Beck or Sarah Palin.

"I'd sure like to get rid of all those dang immigrants"

Response : "Whoa Rush, Don't go Full Palin."
