A "Frat Fucker" is one who joins a fraternity... period. 99% of frat members or "brothers", are womanizing assholes who need to pay to have friends. Usually also have a small penis, or a weak personality, and use a fraternity to make themselves feel wanted or special.

It is thought to have originated among campus political rivalries at USC, and seems to have some usage in the US military.
Along with Nixon’s other ratfuckers, Roger Stone caused fights at otherwise peaceful Democratic Party protests to generate a false narrative that the Democrats were violent and dangerous.
