Slang for cannabis. Used in situations when one or more aspects of a person's normal functioning is impaired from cannabis use or method of use (ie. smoking, vaporizing etc.)

2. a person whose actions compromise others' abilities/interests when they are trying to carry out an activity.

Usually the person in question will be a defector from a larger group and will make a decision that detracts from the fun of the rest of the group.
