Administroid 

Noun. An individual in an administrative position who is so by-the-book in his/her application of rules, policies, and procedures as to be almost an automaton. Individual might exhibit signs of pleasure or perhaps even glee in conducting administrative tasks in a regimented, bureaucratic manner.

any person with administrative rights on any kind of server, who decides against any common sense and logic and against the interrests of the users.
