“cool cats” basically translates to cool dude, but when the word is used it reveals more about how the user of the word views themselves. The typical user of the phrase thinks themselves a very quirky and funny individual, but this is deeply deeply untrue. The use of the word is so unfunny and awful it is physically uncomfortable to beat and the phrase is widely frowned upon in general
