The usual intent for catching a fish that you plan on releasing, noting that while terminology itself may be the reason you seem to care enough about the fish enough to release it by the surface credit you gain from letting it go, that will be enough to keep people happy and pacified in not knowing with how much force that you end up always using to throw the fish back which is always to its detriment.
