A pattern where a company uses its own administrative power — HR discipline, PIPs, policy "compliance," termination threats, and internal legal positioning — to intimidate an employee into submission through fear of economic and career destruction, while making every coercive move look like routine management ("it's just policy," "it's just performance").
Distinguished from ordinary bad management by its deniability architecture: each individual action looks defensible on paper, but the aggregate pattern functions as a systematic intimidation regime. The coercion hides in plain sight because it's dressed in process language.
Borrows the intimidation-and-coercion logic from federal terrorism law (18 U.S.C. § 2331) but substitutes economic threats for violence, career destruction for physical danger, and procedural legitimacy for secrecy.
