For every stranger that commits an emotion based crime there's a higher probability that a stranger will most likely cut them off emotionally for some form of nonpayment.
Leroy robbed strangers nightly. Ironically, a stranger at the utility company cut off Leroy's power because he didn't pay his bill. Leroy just experienced City Kharma.
