Basically means the person is a massive cokehead, tweaker or some sort of drug addict and all around scumbag. You see and meet them all the time in Calgary and Edmonton. They come to Alberta to make money and because they made too many enemies wherever they're from, so they flee. They're usually on a war path and don't give a shit anymore, bordering on pure unadulterated sociopathy.
