When someone is either dating someone and it's a large age gap between the two or a male or female was "played with" by someone older in the wrong way.

"Yo, I seen this girl going out with some 20 sum y/o and she's 17, that's an illegal blow."
Or
"Girl over there dress like a nigga because when she was younger, she caught the illegal blow."
