To make people follow you. Just like how Majority Whips whip votes, when someone says they're whipping someone, it means they are making them your sheep.

A whip when referencing a British member of parliament refers to someone who is appointed by their party to make sure that the other members of the party are voting correctly and acting in line with the party.
