Any person who is weak in the arms. Limp ass noodle armed. Their strength and effort to lifting an object is equal to slapping wet noodles at an object and expecting it to be lifted where it is needed.

Arredondo rule

whenever someone is speaking in generalizations, there is always an exception present. Based on the principle that there are always people around you that think that the norms do not apply to them, because they are special and one of a kind.
