Ultimately, its a sign of being mislead or outright stagnation (while trying to prop it up as progress).
The "dog" is a reference to the Call Of Duty: Ghosts Xbox One Live reveal where they were showing off all the next gen features of their engine. One of the main showcases being the model for an attack dog, as well as the way fish school up and move together. In a first person shooter game.

A subtle type of insulting or belittling of a Target by using a sarcastic way of request aimed at said Target to show their talent, skill, or level of intelligence. If the Target obliges to the request, often times in front of a camera or a crowd, this results in 2nd Hand Embarrassment among watchers (commonly without the knowledge of the target), a malicious amusement among the requestors, and lowering the Target's standing in the eye of the public, the crowd, or in the hierarchy of their peers.

Actor 5: "Nah. He should've learned to avoid it after he got his left leg sprained from failing a Cartwheel."

The act of cupping or fondling one's testicles. The word is derived from the practice of dog show judges physically displaying male dog's testicles during competition.
1.) My girlfriend was show-dogging me right there in the movie theater. 2.) My brother has no manners - he walked out of his room this morning, show-dogging himself in front of everyone.
