It means someone that is a beginner or still new to the game but somehow it is used as an insult and some people say it to people who are already better than them in the game or even with a higher rank just because they got killed.

Get the noobmug. Someone who is new to something, usually a video game, and have no idea what's going on. Most will not listen to advice from people who are not noobs. Some people find noobs annoying.
I'm considered a noob myself to a video game I recently started playing, but you can call me the good version of a noob; I'm willing to listen to others and thank them for the advice.
