This is a perfect phrase (and party trick!) to highlight the difference between British and American English accents. Each word in the sentence is pronounced differently when uttered aloud in the two different accents.
Two friends, one American & one British, met at a party. One asks the other to say “Please pass the pasta pastor” out loud.
American person: “Please {ˈpas} the {pä-stə} {ˈpa-stər}”
British person: “Please {pɑ s} the {ˈpæstə} {ˈpɑ stə(r)}”
American person: “Please {ˈpas} the {pä-stə} {ˈpa-stər}”
British person: “Please {pɑ s} the {ˈpæstə} {ˈpɑ stə(r)}”

One step higher than the Golden N-Pass, you can say it with the hard R and it does not expire, you can even say it up to one million times, unwritten. CAN ONLY BE ADMINISTERED BY BLACK PEOPLE! (i personally have one from a friend)

another way of saying you hit a lic or are going to hit a lic. (aka rob someone)
can also be used with the word lic to clarify the definition without actually explaining it (ex: “we bouta pass on a lic, you tryna tag along?”)

“did you see chris flexing on his story?” “yeah i’m bouta pass on that foo”
“me and baby hit a lic, passed took off with a safe” -bravo the bagchaser
“i just passed in the field, yes i hit another lic” -austin the pacman

This isn’t really a pass. It just means that you are allowed to say the word’s “nigga” or “nigger” if you’re white or hispanic. Most black community doesn’t approve of this kind of bs.
