An example given by driver's ed instructors on how not to drive, usually with the seat leaned back, one hand or just a finger on the wheel, toe barely on the pedal, music blasting.

Driver's ed instructor: You can't be driving down the road, with you chair leaned all the way back, driving with your pinky, arms out the window, stereo bumping, your friends in the back rapping along with the music, you know, just chill-doggin' it.

HBO and chill is for the snobby folk such as CEOs and Hedge Fund Managers. HBO and chill can be much cheaper during an HBO and chill orgy, where multiple perform sexual acts while sharing a single HBO GO account.
