When all the cocaine is gone, the baggy with residue is left. In an act of pure desperation, you chew the baggy to get the last bit.

It can also be used to reference desperately trying to get every last bit of something deemed precious.
We ran out of the white lady at 4am and we fought over who got to chew the baggy.
