Wearing different styles of clothes than usual, wearing different makeup, etc. could be defined as actionous

Friend 1- Hi!
(Friend 2 wears a beautiful red dress, completely different than her usual baggy tshirts)
Friend 2- Heyy!
Friend 1- Someone's being actionous today lol
