A creepy guy who knows what you're doing at all times and when he dosent hes trying to know he's a straight up creeper, he will find out your address,family members' names and ages, etc from nowhere and use it to be as creepy and weird as possible.

You know that strange guy at school, I heard he was being a burhan to that girls cousin.
