Anyone who owns or is in anyway associated with a Harley. Fags typically ride around, trying to turn heads by acting like obnoxious assholes. Beware; the more you call them fags, the faggier they get. Fags are commonly mistaken with people who are only considering getting a Harley, these individuals are correctly referenced as people who are only "bikurious".
