In reference to Oscar the Grouch on Sesame Street who lived in a trash can. It refers to someone looking through trash, applied to mates looking for someone in a crowd or even someone going shopping.

"I'm going down the mall for an oscar"
"I need a gift for mum, lets go for an oscar in town"
