A none harsh, too aggresive put down. Used in love & said in joviality.
A word describing someone you respect but makes mistakes, annoys you, an idiot, someone that makes you scratch your head & wonder 'Why'.
Said in context or with an eye roll.

'Time mate, you know how it is juggling kids, work, life!'
