A Halo 3 term used for Brigadiers who use bubble shield/shotgun or wait around corners throwing granades for an extremely long period of time; Any brigadier who runs away when you shoot him just once or quite simply any brigadier who pisses you off.

That guy is not a brigadier, he's a brigaqueer.
