much along the lines of browning out (as in not quite blacking out) this refers to someone who is dangerously close to making bad mistakes that evening on account of being tipsy

Noun: Matty had so much to drink last night, he was a total Buzzguy.

Verb: Lets you and me go out and get buzzguy'd tonight
