It's when they, ooooh, concentrate on what is superficial and new rather that what is basically essential for things to actually work.
The reference is to a Bhuddist concept of the slightly manic attraction to 'shiny' things, which turn out to be useless when you get them.

Note: Bhuddists don't have god(s) in the same sense as other religions.

... not just a hobbyist problem, it's an omg shiny problem. They don't care to work on the important maintenance stuff when they can do leading-edge trendy ...
