A loose term used to ambiguously declare war on oil-rich nations so George W. Bush can become the universal owner of all oil wells existing on the face of the earth.

Otherwise known as the bullshit we're told exists in order to destroy a nation so my buddy at Halliburton can make millions rebuilding it.
