an adjective used to descibe a person, in particular and old(er) man who most commonly has a slightly stained and off white vest and is looking over his glasses at a young and attractive girl that he knows he will never have a hope in hell of getting but is gonna have a nice, long stare from a distance anyway.

" girls pull your skirts down and button up your coats; the leery old man is at the school gate again"
