A label used by the Abbasids and the Islamic State of governance adapted for what their ideal is of mankind on different levels in their jurisdiction being a caliphate. It usually does not have the connotation of the Islamic State in most cases. In arabic, "dawla" ("دولة") means state or nation. If you were saying "dawla of kuwait" you would be understood (by someone with knowledge of the arabic language) as referring to the country of Kuwait and it would have nothing to do with Islamic State. But if you were saying some Islamic source or work is from "dawla" a person who hasn't been in a cave for the past ten years would likely be concerned.
