Term used by the underground in Montreal in the 90's to be really high, usually on a combination of any of the following: Exstacy, Speed, methamphetamines and their derivatives and or coke.

Celeste- wow Im really frosted
Me- What???
Celeste- that E is really strong, Im frosted- you know rollin'
